Provincial Attestation Letter Canada: Who Needs a PAL
Most Canada study permit applicants need a PAL or TAL. From 1 January 2026, master's and doctoral students at public DLIs are exempt.
A provincial attestation letter (PAL) is a letter from a Canadian province confirming that your study permit application fits within its share of the national cap. Territories issue the equivalent, a territorial attestation letter (TAL). Most study permit applicants need one. From 1 January 2026, master's and doctoral students at public designated learning institutions (DLIs) are exempt.
The short answer
Most study permit applicants need a PAL or TAL. Master's and doctoral students at public DLIs are exempt from 1 January 2026. In most provinces you get the letter through your institution after you accept an offer.
What is a PAL or TAL?
Canada caps the number of study permit applications it accepts each year. IRCC (Immigration, Refugees and Citizenship Canada) shares the application spaces out among provinces and territories, and each one decides how to divide its share among its institutions. For 2026 there are 309,670 application spaces in total.
A PAL or TAL is the province's or territory's confirmation that you've been given one of those spaces. It's separate from your letter of acceptance. The acceptance letter says the school has admitted you; the PAL says the province has counted you within its share. If you need one, it goes in with your study permit application.
The letter matters because of what happens without it. If you need a PAL and your application doesn't include one, it won't go through, however strong the rest of your file is.
Who still needs one in 2026?
Most applicants do. The main change this year is the exemption for master's and doctoral students at public institutions. As a rough guide:
- Master's or doctoral programme at a public DLI: no PAL needed from 1 January 2026.
- Master's or doctoral programme at a private institution: the exemption above doesn't cover you, so check IRCC's rules.
- College diplomas, certificates, postgraduate certificates and bachelor's degrees: expect to need one.
Some other groups are exempt too. IRCC keeps the full, current list on its study in Canada pages, and it's worth checking even if you think you know the answer. If you're not sure which group you fall into, ask your school's international office before you pay anything. They deal with this question every intake.
How do you get one through your institution?
In most provinces you don't apply to the government yourself. Your school requests the letter for you, or tells you exactly which provincial process to follow. The usual order is:
- Get a letter of acceptance from a DLI.
- Accept the offer and complete whatever the school asks for before it requests a PAL. Some schools ask for a deposit or extra documents at this stage.
- The school requests the PAL, or directs you to the province's own process.
- When the letter arrives, check your name and date of birth against your passport, along with the institution and programme details.
- Submit the PAL with your study permit application.
Quebec runs its own process and sets its own requirements. If you're heading there, follow your school's instructions and check Quebec's rules alongside IRCC's.
Timing is the part students underestimate. Most schools won't request a letter until you've accepted, and they may be handling requests for many other students at the same time. Ask how long requests are currently taking and build that wait into your plan.
Why do PAL requests get delayed?
Most delays come from a handful of causes:
- The school or province has used up its share for your intake.
- You accepted late, or haven't met the school's pre-PAL conditions, such as a deposit.
- Your details don't match your passport, so the letter has to be reissued.
- You changed programme or school and may need a new letter.
- The international office is working through a peak-season backlog.
You can't control the allocation, but you can control the rest. Accept early, send documents the day they're requested and double-check the spelling of your name. If you're thinking of switching schools, ask the new school whether you'll need a new letter before you switch.
If your letter is taking longer than the school said, ask for a written update rather than waiting quietly. A short, polite email with your student ID and intake keeps your case visible and gives you a record.
Does a PAL mean your study permit is approved?
No. A PAL gets your application into the system; it doesn't decide it. An officer still looks at your acceptance letter, your funds and your study plan.
For funds, a single applicant outside Quebec needs to show CAD 23,448 for living costs if they apply on or after 1 September 2026, up from CAD 22,895. First-year tuition and travel go on top. Convert at the current rate so you know what that means in your own currency.
What does the 2026 exemption mean for master's applicants?
If you're starting a master's or PhD at a public DLI, you skip the PAL step, which takes one wait and one point of failure out of your timeline. Before you rely on that, confirm two things: that the institution is public, and that your programme is a master's or doctoral degree rather than a graduate certificate or diploma.
If you're a master's applicant at a private institution, or on a graduate certificate or diploma, plan as if you need a PAL until IRCC's rules or your school tell you otherwise. It's easier to drop a step than to add one late.
Everything else stays the same. You still need a solid acceptance, clear proof of funds and a study plan that makes sense, so use the time you save to get those right.
